Mr. Baldwin is a telecommunications & economic development expert. He has been crucial in building fiber / wireless networks on 5 continents and was a key figure in the Broadband Stimulus programs. He is active in assisting rural & Native communities with their infrastructure needs. In graduate school at Georgetown University his work on CAPEX spending on infrastructure helped the World Bank quantify the GDP Multiplier Effect on developing economies. Likewise, his financial modeling for telecom infrastructure deployments pioneered cash-flow positive multi-phased network deployments based on Subscriber Density.
